The effect of large-scale SUV use on World Politics

Haven't written it yet. Consider: CAFE - SUVs are light trucks and trucks - can get away with less mileage (+ bumper - locate other differences). What is a minivan classified as? CAFE should include entire fleet, incl. trucks.
